PUBLIC NOTICE NOTICE OF HEARING CITY OF DEKALB, DEKALB COUNTY, ILLINOIS SPECIAL SERVICE AREA NO. 30 NOTICE is hereby given that on the 12th day of October, 2020 at 6:00 p.m., the City of DeKalb Public Library, Yusunas Meeting Room, 309 Oak Street, DeKalb, Illinois 60115, a hearing will be held by the Mayor and City Council of the City of DeKalb to consider formation of a Special Service Area to be called City of DeKalb Special Service Area Number 30 (SSA 30) consisting of the following Parcel Identification Numbers. 0815128004 0815128009 0815128010 0815128011 0815128012 0815176025 An accurate map of said territory is on file in the office of the City Manager and available for public inspection. The purpose of the formation of City of DeKalb Special Service Area Number 30 is to provide special municipal services to the territory proposed for establishment as SSA 30 consisting of the necessary cost and expense of the construction, installation, maintenance, repair, replacement, reconstruction, and provision of public safety and security improvements and services, lighting, landscaping, improved snow removal services, improved trash removal services, interior and exterior common area building improvements, sidewalk and parking lot paving and improvements, storm sewers, sanitary sewers, benches, trash receptacles, special events, seasonal decorations, program administration, and all contractor fees, construction supervision and inspection costs, temporary easement acquisition costs, insurance costs, and attorney's fees incurred in connection with the provision of such special services. A special tax will also be considered at the public hearing which special tax is proposed to be levied at a maximum rate not to exceed five percent (5%) of the equalized assessed value, upon all taxable property within the special service area, said tax to be in addition to all other taxes provided by law. It is proposed that that an initial annual tax levy in amount of $100,000.00 will be levied within the special service area for the initial year for which such special service area taxes will be levied. All interested persons affected by the formation of City of DeKalb Special Service Area Number 30, including all persons owning taxable real property located within SSA 30, will be given an opportunity to be heard regarding the formation and boundaries of the special service area, and the taxes to be levied, and may object to the formation of the area, its boundaries, the taxes to be levied, and any other issues embodied in this notice. The hearing may be adjourned by the City Council to another date without further notice other than a motion to be entered upon the minutes of its meeting fixing the time and place of its adjournment. If a petition is filed with the City Clerk within sixty (60) days following the final adjournment of the public hearing, signed by at least fifty-one percent (51%) of the electors residing within the special service area and by at least fifty-one percent (51%) of the owners of record of land included within the boundaries of the special service area, objecting to the creation of the Special Service Area Number 30 or the levy or imposition of a special tax for the provision of special services to the area, no such special service area may be created or tax be levied or imposed.
